This verse expresses the thinking of the person who is really doubtful, someone who says this is a terrible world and God could not have made it like this. They see someone with a misshapen body and think something has gone wrong, whereas the body is misshapen because it had to be, not because the potter's (God's) hands shook.
Not only bodies can be misshapen. The doubtful person's psychology and attitudes are just as twisted.
